Description

The Arkansas State Seal was designed by Samuel Calhoun Roane and consists of: an eagle at the bottom, holding a scroll
in its beak, written Regnat Populus, a bundle of arrows, and an olive branch in each claw. A shield covering the eagle's breast with a steamboat at the top layer, on the middle a beehive and a plow, and on the bottom a sheaf of wheat. On the right of the eagle is an angel, inscribed with the word "Mercy" and on the left is a sword, inscribed with the word "Justice". On the top of the eagle is the Goddess of Liberty holding a wreath in her right hand and a pole in her left hand, surrounded by a circle of stars. Surrounding the whole design with the words "Seal of the State of Arkansas".
