Description

The West Virginia State seal was adopted in September 1863. It consists of a farmer, a miner, hunting rifles, a "Cap of Liberty", and the Latin phrase which means "Mountaineers are Always Free".
The farmer and miner symbolize the agriculture and industry of West Virginia.
The rifles and "Cap of Liberty" symbolize the State's fight for liberty.
